Computer monitors are pretty standardized around the world, so you should be able to watch it. Japanese TV video signals (and tapes) are NTSC, which will work on standard televisions and video decks in the US, but not Europe. A computer should be able to get around that regional limitation and play any type of video (because it's converted to a completely different computer video standard).

On the original question, I haven't seen any live tv streams, but some people post Japanese tv shows on usenet.
