Anyway, the cheapest way to get on the internet at home in Japan is, perversely, broad band.
If you subscribe to certain cable TV services, you can get cable internet for 5000 yen / month. (The rate is different from place to place, so check your local area.) The NTT monopoly is a bitch, so dial-up modem is definately NOT the way to go.
