...there are capitals in name, and capitals in fact. But yeah, you are correct. Still, depending on how rigidly or loosely you define the term, Kamakura was the capital of Japan and Taipai is the capital of the ROC, especuially after they relinquished their "claim" to the mainland. Or so I have been led to believe.
